Welcome to the thirteenth issue of “Fenice Scuol@Europa News”. Our newsletter addresses anyone who is interested in European Projects, but in particular those people who are interested in the themes these projects deal with.
This issue describes the projects FENICE is involved in as a promoter or partner and the products developed by transnational partnerships, with the support of the European Commission, within the framework of the Lifelong Learning Programme.
We hope that this issue will help to promote these results, materials and methods to a wider audience, and it will encourage the exchange of ideas and experiences as well.
First we would like to tell you who we are in the hope that we may start a productive collaboration.
Our association Federazione Nazionale Insegnanti Centro di iniziativa per l’Europa aims at improving the professional characteristics of teachers and the standards of state schools and at enhancing democratic reforms. The association tackles the political, social and cultural problems connected to the school world, the teaching job and the professional growth of teachers.
FENICE publishes also a paper magazine called Scuol@Europa issued only in its Italian version. The newsletter is published, instead, in three languages and sent three times a year as an html-formatted e-mail, displaying news in short with links to the FENICE website and to the relating project websites, where full access to the relevant articles or documents is provided. An international teacher training course
Learning sophisticated grammar rules, even if from a colourful book, often kills the enthusiasm of the learners long before they can feel the advantages and the pleasures of communicating with representatives of foreign cultures. Gradually in the teaching process we have realized it is essential in teaching to connect life to the learning environment but this is not what usually happens in schools. The learners may have been taught a foreign language for years, but they are reluctant to speak the language since the traditional Grammar Translational Method is still used.
Challenged by that situation we have striven to combine all those didactic approaches that have proven their effectiveness for rapid building of communicative skills in the foreign language learners and we have built up the foundations of the BSI method. Learning is best achieved through personalization and using appropriate codes that help a person to retain the previously stored information. This method also enables students to become aware of different cultures since they are encouraged to assign themselves a different identity from a different culture through the whole semester. Through a Guideline book, in preparation, we hope to share our goals, methods, and success stories with teachers throughout Europe.
With this aim we organised also an International Teacher Training Course that will be held in Sinaia, Romania, April, 27th – May, 03rd 2009. This meeting will help the partners from four countries (Bulgaria, Italy, Romania and Turkey) to define a Teacher Training Course for in-service teachers in foreign languages which will be based on the BSI method and placed in the Comenius Catalogue.

" Be My Guest: Russian for European Hospitality”
An online course of Russian language
The project dealing with the development of a basic Russian course online is already in its advanced stage. The 12 learning units have been created. The partners have recently recorded the texts and dialogues of the learning units. They will soon be programmed and uploaded on the e-learning platform.
The course material is structured in such a way to ensure as far as possible acquisition of both productive and receptive skills. Each unit consists of 4 main parts. The first is 'How to say it in Russian?' This part introduces language patterns, main vocabulary of the unit and grammar structures integrated in the learning content. The second part 'Listening and Reading' works on consolidation of the material introduced by practicing listening and reading skills. It is followed by the 'Listening and Speaking' part, which simulates various communicative situations through answering and asking questions, completing phrases, etc. The fourth part 'Exercises' provides language practice through interactive drills and concentrates on writing, listening and reading comprehension.
Shortly the other sections (Grammar Reference, Online Dictionary and Test Yourself) of the online learning tool will be completed and uploaded on Moodle. Currently the learning content that is initially being developed in RU-EN version (i.e. accessible to speakers of English) is being translated and adapted for speakers of Bulgarian, Spanish and Italian. Further the 5 partners from Bulgaria, Italy, Malta and Spain will proceed with piloting of the course. The online course will be accessible through the project website and supported by online tutoring via Internet facilities, such as chat, online conferences, voice calls.

"Learning Arabic language for approaching Arab countries”
The idea of the project
The main aim of this project is to create a set of innovative tools to promote and facilitate the acquisition of basic competences in the Arabic language, as well as a better knowledge of Arab culture, among European citizens, with the main objectives of promoting understanding among different cultures, promoting the carry out of shared projects, increasing the competitiveness of European companies when doing business, facilitating communication and understanding with Arab people living in EU. The main products of the project will be:
· A report on the multimedia courses and materials for Arabic language available, both on the Internet and in CD-ROM format.
· A website that will be used for dissemination, to hold the produced Arabic language multimedia course and which will include a version of the dialogs of the course to be used in Ipod/MP3, to hold information about the geography and culture of Arab countries, as well as about their relationship with EU and a forum of discussion about Arabic language learning.
· A set of several multimedia Arabic language tools that includes a multimedia and interactive language course held on an e-learning platform located in the produced website; a CD-ROM including the same course, to be used when an Internet connection is not available and POD-CAST files, used when travelling, driving or in any other circumstance.
This project will last two years and brings together the expertise of 7 institutions from European countries (Italy, Portugal, Spain and The Netherlands ) and one from the United Arab Emirates University, as associated partner.

"Languages & Integration through Singing””
The idea of the project
It is quite a common place to say that the language of music is universal and that to sing together joins people of different origins and cultures. So why not to use music and songs in order to learn other languages and to integrate immigrants? This is the point of departure for the methodological and didactic idea of this project.
Indeed in order to encourage innovation in education and to facilitate integration with a view to enhancing and improving communication and intercultural interaction and understanding, this project aims at producing, testing, optimising and evaluating teaching materials for Italian, Russian and Romanian as foreign languages explicitly using songs, supported by audio-visual materials, multimedia and electronic communication.
The material, addressed to learners in the age range of 16+, teachers of IT/RO/RU as a second language, people seeking employment abroad and to individuals providing tourist services, will be accessible through a web portal in three languages IT/RO/RU. In it guidelines and recommendations on how to introduce the music approach in language learning will be inserted as well as sample learning materials – themes, vocabulary, grammar content, tests on the language learning aimed at self-assessment of the results by the students, drills taking into consideration the use of karaoke. Finally the project plans to pilot the learning material in the partners’ countries in cooperation with the associated partners (schools and adult training centres) and the finalization of the materials with the results of the experimentation.
This project will last two years and brings together the expertise of four institutions from Bulgaria, Italy, Romania and Slovakia in alliance with several associated partners.

CELCIT - " Competences in e-Learning and Certification In Tourism”
The e-learning course ready to be tested
One of the most important instruments to increase integration between different countries and to boost their development is the industry of tourism. This industry needs personnel with good specific training. With the aim to develop the European dimension of the trainers’ training and to reduce the gap between school education and labour market in the tourist sector, the institutions of four countries (Italy, Lithuania, Romania and Spain), coordinated by Fenice, identified the skills needed by a modern “Agent for Local Tourism Development” (ALT), defined a common frame of reference on which to structure the legal recognition of qualifications founded on well identified competences using “Descriptors defining levels in the European Qualifications Framework”, wrote the contents of an e-learning course (in English) and inserted them on the web platform Docebo, hosted in the FENICE web site. In May 2009 the course will be piloted in three countries. The results of the testing will be used for the final review.
The course for training a “Tourist Development Agent” is addressed to people equipped with requirements at level 2 of the aforesaid Descriptors and having knowledge of English at intermediate level, plus economics, geography, basic tourism concepts and information technology.
This project places itself in a larger framework of’ initiatives by FENICE aiming at the creation of a permanent network of different bodies (especially in Eastern Europe) able to create a Portal for the training in e-learning modality of new vocational figures in the tourist field. At the end of this project the partners having the suitable structures will organise the courses in their countries and will guarantee tutorship during the course.

Un corso internazionale di formazione in servizio
Imparare sofisticate regole grammaticali o di sintassi anche con l’aiuto di un bel libro colorato spesso distrugge l’entusiasmo degli allievi prima che essi possano sentire i vantaggi ed il piacere di poter comunicare con persone che parlano un’altra lingua. Nell’insegnamento è viceversa essenziale il collegamento della vita con l’ambiente di apprendimento.
Invece di usare il metodo tradizionale basato sulle strutture grammaticali e sintattiche, questo progetto intende proporre un nuovo metodo basato su un insieme di diversi approcci e tecniche di apprendimento e di insegnamento di una lingua straniera che hanno dimostrato la loro efficacia per una rapida costruzione di abilità comunicative negli studenti. Il metodo BSI mette insieme elementi visivi ('clumsy pictures') ed approcci che danno l’opportunità agli studenti di armonizzare le nuove conoscenze con quelle già acquisite.
I docenti di lingue delle istituzioni dei quattro paesi partner (BG, IT, RO e TR), si augurano di poter condividere con i loro colleghi Europei, attraverso una Guida al Metodo BSI e la piattaforma web in via di completamento, i principi di base del metodo, le informazioni sulle risorse utilizzabili e le buone prassi individuate a seguito della collaborazione internazionale realizzata nel quadro del presente progetto.
Per dimostrare l’efficacia del metodo essi hanno sperimentato a Sinaia (Romania) dal 27 Maggio al 3 aprile un modello di corso di formazione in servizio rivolto ad insegnanti di lingua straniera. I risultati del test permetteranno ai partner di perfezionare detto corso prima di inserirlo nel Catalogo Comenius e quindi offrirlo come una opportunità di acquisizione di nuove competenze per docenti di lingue straniere in tutta Europa

" Be My Guest: Russian for European Hospitality”
Un corso on-line sulla lingua russa
Il progetto, che si propone la creazione di un corso di formazione on-line sulla lingua russa, è ad uno stadio avanzato. Dodici unità di apprendimento sono state create ed i partner hanno registrato testi e dialoghi delle unità di apprendimento; la loro implementazione sulla piattaforma di e-learning Moodle è ora in corso.
Il materiale del corso è strutturato in modo da assicurare il più possibile abilità produttive e ricettive. Ogni unità consiste di quattro parti. La prima “Come si dice in Russo?” introduce stili linguistici, il vocabolario usato nell’unità e le strutture grammaticali integrate nei contenuti di apprendimento. La seconda parte “Ascolta e leggi” si occupa di consolidare i materiali introdotti attraverso attività pratiche di ascolto e di lettura. Viene poi “Ascolta e Parla” nella quale vengono simulate varie situazioni comunicative con domande e risposte, completamento di frasi, etc. La quarta parte “Esercizi” contiene esercizi interattivi di scrittura, ascolto e di comprensione del testo.
Tra breve anche le altre sezioni del corso (Riferimenti grammaticali, Dizionario on line e Test di autovalutazione) saranno completati ed inseriti nella piattaforma. I contenuti di apprendimento sono stati sviluppati per ora nella versione RU-EN in modo da essere accessibili a coloro che parlano inglese ma è in corso la loro traduzione per coloro che parlano Bulgaro, Italiano o Spagnolo.
In seguito i 5 partner (istituzioni di Bulgaria, Italia, Malta e Spagna) sperimenteranno il corso che sarà accessibile attraverso il sito del progetto e supportato da un tutoraggio online con servizi Internet come le chat, conferenze online e telefonate tramite Internet.

" Learning Arabic language for approaching Arab countries”
L’idea progettuale
Questo progetto si propone la creazione di un insieme di materiali innovativi che promuovano e facilitino l’acquisizione di competenze di base nella lingua araba ed una migliore conoscenza della cultura araba tra i cittadini europei con gli obiettivi di promuovere la comprensione tra culture diverse e la realizzazione di progetti in comune, incrementando così la competitività delle imprese Europee e facilitando la comunicazione e comprensione con gli arabi che vivono in Europa. I prodotti principali del progetto saranno:
· una relazione sui corsi multimediali e sui materiali sull’arabo disponibili sia su Internet che su CD-ROM;
· un sito web che conterrà al suo interno una piattaforma di e-learning con un corso multimediale sull’arabo, una versione dei dialoghi del corso da usare con Ipod/MP3, informazioni sulla geografia e sulla cultura dei paesi arabi come pure sulle loro relazioni con la Comunità Europea ed un forum di discussione sull’apprendimento dell’arabo;
· un insieme di vari strumenti multimediali comprendente il corso multimediale sull’arabo inserito sul sito web, un CD-ROM contenente lo stesso corso da usare quando la connessione Internet non è disponibile e un insieme di file audio scaricabili, con gli stessi contenuti delle unità di apprendimento ma da usare con un approccio di solo ascolto: infatti essi sono prodotti per essere usati con IPOD / MP3 come supporto durante un viaggio, o mentre si guida o in qualunque altra circostanza
Il progetto, della durata di due anni, mette assieme le competenze di 7 istituzioni di 4 paesi Europei (Italia, Paesi Bassi, Portogallo e Spagna) e quella dell’Università degli Emirati Arabi in qualità di partner associato.

"Languages & Integration through Singing””
L’idea progettuale
Alla base di questo progetto c’è l’idea - non solo didattica ma anche metodologica - di utilizzare la musica e le canzoni per promuovere l’integrazione degli immigrati e per incrementare il plurilinguismo sia nelle scuole che nei corsi per adulti. Questo tipo di approccio favorisce infatti un apprendimento della lingua adatto ai diversi tipi di età e di allievi.
Al fine di incoraggiare l’innovazione nell’insegnamento e facilitare l’integrazione con lo scopo di migliorare sia la comunicazione che l’interazione e la comprensione interculturale, questo progetto si propone di produrre, sperimentare e valutare materiale didattico per l’insegnamento di Italiano, Romeno e Russo come lingue straniere utilizzando canzoni, supportate da materiali audio-visivi e multimediali.
Il materiale didattico, rivolto a docenti di IT/RO/RU come lingua straniera, giovani dai 16 anni in poi, persone in cerca di lavoro all’estero o impiegate nel settore turistico, sarà fruibile attraverso un apposito sito web nelle tre lingue IT/RO/RU. Il sito conterrà procedure metodologiche sull’uso delle canzoni nell’insegnamento/ apprendimento di una lingua ed istruzioni sull’uso dei materiali didattici e su come produrli in proprio; esempi di materiali didattici con relative linee guida per gli insegnanti – temi musicali, lessico, contenuti grammaticali, esercizi sull’apprendimento della lingua finalizzati ad una autoverifica dei risultati da parte degli allievi, esercizi con uso del karaoke.
E’ prevista infine la sperimentazione dei materiali nei paesi del partenariato con la collaborazione dei partner associati (scuole e centri di formazione di adulti) e la definizione dei materiali sulla base dei risultati della sperimentazione.
Questo progetto, della durata di due anni, mette assieme le competenze di 4 istituzioni di Bulgaria, Italia, Romania e Slovacchia in collaborazione con numerosi partner associati.

" Competences in e-Learning and Certification In Tourism”
In fase di ultimazione il corso di formazione professionale
L’industria del turismo è certamente uno strumento di integrazione tra popoli diversi e di crescita dello sviluppo. Questa industria ha però bisogno di personale dotato di una adeguata preparazione. Allo scopo di sviluppare la dimensione Europea nella formazione dei formatori e di ridurre il divario tra la formazione scolastica ed il mondo del lavoro specificatamente nel settore turistico i partner di quattro paesi (Italia, Lituania, Romania e Spagna), coordinati dalla Fenice, hanno individuato le abilità richieste ad un moderno “Agente per lo sviluppo Locale del Turismo” (ALT), definito un quadro comune di riferimento nel quale strutturare il riconoscimento legale di qualifiche basato su ben identificate competenze, utilizzando allo scopo i “Descrittori dei livelli nel Quadro Europeo delle Qualifiche”, scritto i contenuti (in inglese) di un corso da erogare in modalità e-learning che sono stati inseriti nella piattaforma web Docebo, ospitata ne sito della FENICE. A maggio il corso verrà sperimentato ed i risultati della sperimentazione saranno utilizzati per la revisione finale. Ciò fatto i partner dotati della struttura adeguata erogheranno nei rispettivi paesi il corso assicurandone il tutoraggio.
Il corso è rivolto a persone dotate di requisiti al livello 2 dei “Descrittori dei livelli nel Quadro Europeo delle Qualifiche”, di una conoscenza della lingua inglese al livello “Intermediate” e di conoscenze di base nel campo dell’economia, della geografia, del turismo e dell’informatica.
Il progetto si colloca in un più ampio quadro di iniziative intraprese dalla Fenice tendenti alla realizzazione di una rete permanente di istituzioni di vari paesi (in particolare dell’Est Europeo) al fine di realizzare un Portale per la formazione in modalità e-learning di nuove figure professionali nel settore turistico.
